1) Actively welcoming-the congregation is actively welcoming, affirming, and  inclusive of openly LGBT in the life of the church;

2) Passively welcoming – the congregation accepts LGBT but are not intentional in their outreach and/or inclusion; and

3) Tolerant – the congregation tolerates LGBT people, but is more 'Don't ask, Don't tell'.
